Tioga-Franklin Savings Bank in Philadelphia was shuttered Aug. 21 by the Pennsylvania Department of Banking and Securities. The state banking regulator then appointed the FDIC as receiver, which then entered into an agreement with Second Federal Savings and Loan Association of Philadelphia.
